A publicity stunt gone wrong shut down part of Boston as people thought the LED lights were some sign of a terrorist threat. The devices were used as a way to promote Aqua Teen Hunger Force, which is a part of Adult Swim on the Cartoon Network. This goes to prove, know your audience and know them well… or you might end up in jail.
